Job summary/Role description

The Project relates to the implementation on an EPC lump-sum basis of the New Units of Modernization and Reconstruction works for the Heydar Aliyev Baku Oil Refinery in Azerbaijan.


Commissioning Supervisor, COS executes the activities pertaining to the commissioning of an entire unit of the Plant. Operates in compliance with the quality requirements, health/environmental/safety regulations and following the stated procedures.

Duties and responsibilities

  • To develop the detailed commissioning procedures;

  • To field check and prepare relevant Commissioning punch list;

  • To assure that all Electrical, Instrumentation, Process/Operation, Mechanical, and Utilities Area (Nitrogen Generation, Air Dryers, Tank Farms, Water Treatment) works are duly performed in accordance with the stated procedures and in conformity with the safety rules;

  • To organize and manage the Sub-Contractor works following the working and safety procedures;

  • Support the Vendor specialists in the execution of the job and coordinate their actions with the Commissioning supervisors;

  • Supervise the works of vendors’ specialists and ensure their efficient utilization;

  • To keep records of all activities in the logbook;

  • To produce the certificates, duly signed by the involved parties, and handover to certification engineer (QA/QC).

Person Specification

Knowledge & Qualifications

·       University Degree or Diploma in relevant discipline or equivalent

Experience

  • Relevant experience in construction/modernisation of oil & gas /industrial sector/ EPC projects large refinery plants;

  • At least 3 years of experience in the specific discipline;

  • Similar role covered in last three projects, of comparable size;

  • Experience working on Contractor side.

Skills and Abilities

  • Native Azerbaijani speaker;

  • Fluent English

  • Excellent IT and analytical skills;

  • Attention to detail, excellent communications skills;

  • Strong interpersonal, team-oriented skills, self-motivation and direction, with strong bias toward timely performance and problem resolution.
